Vietnam-ISAC is a grassroots, volunteer-driven initiative serving Ho Chi Minh City families on both sides of opportunity: protecting grandparents and students from online scams and fraud, and preparing young adults for working life with free pre-employment skills training and free English lessons. Every program free, always.
Vietnam is transforming faster than almost anywhere in the world. Life is moving online and the economy is opening to the world — and that same momentum creates two gaps at once. Elders and students are exposed to online scams no one prepared them for. And young adults from ordinary families lack the English and job-readiness skills that better-resourced peers take for granted.
Vietnam-ISAC exists to close both gaps at the grassroots, free of charge. We protect the vulnerable from fraud with plain-language cyber-safety education, and we prepare the young for working life with pre-employment skills training and free English lessons — because English is the language of the world and of opportunity. Protection on one side, preparation on the other, always at no cost.

Founded and led by Vân, a lifelong Saigon resident with deep roots in her community's civic life, Vietnam-ISAC pairs local trust with international expertise through its research partner, the East West Strategic Research Collective.
House-to-house help for elderly households: recognizing online fraud, securing accounts and devices, and using smartphones and e-government services safely. This is where Vietnam-ISAC began — with the neighbors down the street.

It is a grassroots, volunteer-driven initiative: every hand belongs to a neighbor, a teacher, or a friend who gives their time freely, so that every resource stays with the mission and the people it serves.
There is no executive suite to furnish, no downtown lease to pay, no marketing department to feed. When someone supports Vietnam-ISAC, that support becomes a class for a student, a house call for a grandmother, a workshop for a neighborhood — not a line item in someone's lifestyle.
Being volunteer-driven isn't a slogan here. It's how every hour and every dollar reaches the people we serve.
Vân did not arrive at this work through a boardroom. She arrived through a lifetime in one city — helping elderly neighbors avoid online fraud and tutoring young people in her neighborhood, organizing children's gift drives with the Women's Union, and showing up, year after year, for the unglamorous work that holds a neighborhood together.
She founded Vietnam-ISAC to put a name and a structure on service she was already doing — and to scale it with the international expertise her partners bring. Her leadership pairs grassroots credibility with a research network spanning critical-infrastructure and cybersecurity work in the United States and across the Indo-Pacific.
Vietnam-ISAC's free education programs directly support the goals of Vietnam's National Digital Transformation Program (Decision 749/QĐ-TTg) — a digital government, economy, and society that includes everyone.
